An outsider is one who is not a doctor, hospital staff, or paramedic. This RMO firmly believes that nurses, ward assistants, duty doctors and residents must not take orders from outsiders other than the PG resident or Consultant from the particular Medical Center. Any decision must be taken by the attending doctor in consultation with the PG or consultant in charge.

Emergency procedures include intubation, tracheostomy, cut-down, suturing of wounds, and others which the intern must have performed before he/she is certified to work as a medical officer. An Outsider desiring to instruct the hospital staff on any treatment method or procedure must first obtain signed consent from the owner of the hospital and must inform the consultant in charge of the department before requesting the same from the RMO, nurse or staff.
