Is It Justified To Remove Shoes Outside Clinics

In many hospitals and clinics, the staff uses the same shoes everywhere-  inside & outside the premises. But the patients are asked to remove even the clean shoes.It is logically not justified.

Why doesn't the MCI pass a notification to remove this discriminatory practice?
