Should Doctors Be Part Of Consumer Forum Panel?

The outrageous case of a doctor allegedly fined Rs. 90,000 for a rare side effect of drug has brought the severe deficit of consumer forum in light.

I feel that consumer forum is incompetent to take decisions on cases of medical negligence and it is necessary to have expert doctors in panel to avoid injustice to doctors. What is your opinion?
