I do not oppose the intentions of the Government to enact legislation to provide for the registration and regulation of clinical establishments (Both Public and Private Sector) with a view to prescribe minimum standards of facilities and services which may be provided by them so that mandate of article 47 of the Constitution of India for improvement in Public Health may be achieved. Proposed Amendments to Karnataka Private Medical Establishments Act (KPME) are flawed.
KPME act which is now trying to be amended was prevalent prior to The Clinical Establishments (Registration and Regulation) Act, 2010 which has been enacted by the Central Government to provide for registration and regulation of all clinical establishments in the country with a view to prescribe the minimum standards of facilities and services provided by them.
