Should RMPs and PMPs uses Dr as Prefixation with their name

I am of the opinion  that only qualified doctors and PhDs should be authorized  to prefix Dr. Before their name...RMPs, PMPs should not put Dr before their name.

Government should bring a bill. What is your opinion
