In Maharashtra fee structure (2017-2018) of post graduate in private medical colleges per year for merit, a student is 9 lakh plus 6 lakh stipend and management quota and NRI quota is about 40 - 60 lakh. Some colleges have their own rules and 1-year service bond compulsory with bank guarantee 25 lakh and this is govt. approved.

How can government approve such kind of fee structures?
