Dr. Gullapalli N Rao is the founder of the L V Prasad Eye Institute and was awarded the fourth Highest Indian Civilian award of Padma Shri in 2002. He was also elected to the Ophthalmology Hall of Fame instituted by the American Society of Cataract and Refractive Surgery. His areas of expertise include diseases of the cornea, eye banking and corneal transplantation, community eye health, eye care policy and planning.

According to the WHO the global eye health action plan aims at the reduction of avoidable visual impairment as a global public health problem and also in securing access to rehabilitation.
