Why the Private Establishment acts and guidelines like minimum staff requirement, facilities, infrastructure, fire NOC, manpower are applicable only to private health set up and hospitals? When government itself is not able to fulfill these guidelines what right it has got on the private sector to follow them?

The value of the life of a patient is same whether he gets the treatment at Public or private sector. Kindly comment.
