I have come across a number of patients demanding over-billing or higher-invoicing of my actual bill, or amount received. I am practicing Ophthalmic surgeon; patients asking me to take less or discounted surgical charges & demanding higher payment receipt, or over-invoicing or over-billing.

Is it ethical or legal ?
