A 56 years old lady came with LVF like symptoms, given frusemide IV and oral responded. She is deaf and dumb by birth and first-time S-TSH did, and it's  24.0nng. Cardiomegaly, 2D-echo of heart Shows RA and RV enlarged, grade 1 diastolic dysfunctions and systolic functions normal, EF 50%.

Teeth abnormality is seen in the picture. Is it a congenital syndrome which cannot be diagnosed earlier?
