The draft health policy of Kerala recommends that the basic qualification for the entry-level teaching cadre at medical college should be PG. Also, modern medicine is going to be divided into three directorates: public health, clinical services and medical education. At present, there are only two divisions. As per Kerala draft health policy, doctors working under primary and community health centers, district hospitals and district medical officers will now come under public health cadre.

Specialist doctors, medical superintendents and all administrative cadre doctors will come under clinical service.
