I have noticed practice of cardiac pacemaker being inserted by physicians (MD, Medicine) with no cardiology degree. Does medical law permit this?

What Medicolegal issues can arise in case of untoward incidence? This is quite prevalent in government/semi government hospitals but same physician does not do PTCA citing medical incompetence as reason for same.
