Today I came across to a newspaper heading that Rs 50 lakh bond is to be signed by PG students if they want to do PG in mumbai municipal corporation for whole ten years. Is there any constitutional guideline to defend such ridiculous amendments by politicians who are taking such fancydecision to just satisfy there egos.
