In some states there is a penalty for leaving any PG course mid way,this penalty is usually more than 5-10 lakhs.Some states also have compulsory rural service after MD/MS. Is this justified in retaining students, many students do not opt seats in these states just to avoid penalty.

Its true that there is acute shortage of doctors in the rural area,but the infrastructure is also to blame. Kindly share your views on this.
