A person have MBBS degree and State Medical Council (SMC) Registration. If he done his post graduation in surgical branch from a Govt. Medical College but all seats in that particular branch are not recognised by MCI. So he is not registered in his State Medical Council also.

Then can he run his own Clinic and can he do surgeries? In case few seats like 3 out of 9 seats are recognised by MCI then state Medical council give SMC registration to all 9 PG candidates, but if no single seat recognised by MCI then SMC not give SMC registration to any candidate. Why this type of partiality done and what a person can do for this?
