On 5th July 2025, NMC released progressive guidance that expands the scope of non-teaching consultants to be considered for teaching jobs if they are working in hospitals with more than 220 beds. However, this guidance is not clear for Public Health Specialists (MD-Community Medicine or PSM) working for the country’s national programmes, either with the Government of India, WHO, UNICEF, or INGOs. Public Health people not only work in hospitals but also in community-oriented programme planning, implementation, and monitoring. The government plans to have one medical college in every district, and the number of MBBS seats is to double.

In this context, there is a need to expand the net of teaching staff by inclusion. Secondly, there should be a good mixture of true public health teaching and programmes. At present, there is a huge mismatch between people who are implementing the programme…
