Should there be different governmennt policies to target rural and urban population

India is a land of diversities, but our government policies are same for  urban, rural and metros. As  distribution of resources are extremely un even considering medical professionals, para medical staff, support staff and budgetary allocations, do our government need to  alter policies for urban, rural and metro areas?
