sperms active motility?absence of active motility of sperms even in presence of sluggish motility alone can it be the cause of infertility?

semen analysis of one of my patients is absolutely normal in count,morphology,volume except for motility... motility is 30 percent.but the active motility of the sperms is found to be 0 percent.

no female cause of infertility ewas found in her spouse... what is the best possible solution as he is not willing for artificial insemination?is there any effective treatment for increasing the sperm motility?
