If a couple is asking for the termination of pregnancy below 20 weeks, without any indication under MTP act, can a practitioner do termination with their consent? if so, is it justified legally?

If an unmarried minor/ major woman came for termination of pregnancy of below 20 weeks, along with her parents, can we perform termination with their consent?
