A 16 yr old female with bilateral rash below eyes with comedo for almost 6 months. Took medication from diff. dermatologist for 6 months but no improvment; she said once for 15 days it was gone. Itches when exposed to sun for long period and redness increases.

Image attached. I guess the comedo aren't related with this rash. How to go ahead with treatment? Please advise.
