I read that a Charity Commission Official came incognito to a large Hospital and found that Charity work is not being done to the extent required and that patients are actively dissuaded from availing such services. The benchmark qualification criterion is a YELLOW RATION CARD which is issued to persons with < ₹50000 income annually, which is SELF-DECLARED by the individual, and not audited by the Income-tax authority. As of now, Ration Card is no longer a proof of Identity or Address, unless supported by additional documents. So, since when is the self-declared income a criterion for the declaration of a person as Indigent or economically weak?
