Supreme Court gives directives to AIIMS towards the formulation of a national action plan to curb the menace of drug abuse. These directives came in the backdrop of a PIL raised by an NGO. A study conducted by Delhi Commission for Protection of Child Rights (DCPRC) on substance abuse showed that the national capital alone had a proximate of one lakh street children on substance abuse. A Public Interest Litigation (PIL) was filed in 2014 regarding this by an NGO.

The NGO in its PIL had sought a direction to formulate a national action plan for children on drugs and substance abuse including all issues of identification, investigation, recovery, counseling, and rehabilitation.
