More than 18 months ago, I had penned a column in this very portal expressing serious concerns about how a large number of prison inmates were found by myself to be suffering either from a florid psychosis or a psychiatric condition which would legitimately raise questions about their men's rea. Most disconcerting was the fact that the unfortunate victims had been failed by all the professionals at every level as well as the criminal justice system which should have been in a position to prevent this most heinous form of injustice.
It was therefore enormously reassuring to note the President’s remarks when he exhorted his fellow citizens not to neglect and marginalize those afflicted with mental illnesses. Lest there be any misconceptions about the inadequacy of appropriate legislation, let me make it clear that the statute as it exists makes sufficient provisions for the mentally ill…
