Private practice outside hospital hours to improve teaching

According to MCI one can practice outside the stipulated hospital hours. They cannot take NPA.

During MCI visit they would have to submit their letter head pad clearly mentioning the hours of practice and would have to give an undertaking that they practice outside hospital hours. How could private practice outside hospital hours improve teaching?
