A hospital was fined Rs 20 lacs as compensation to a hypertensive woman who died, during management of the case her two echocardiography reports were examined. One report was issued by a doctor who designated him as head of non-invasive department- an MD degree holder from Russia and the second report by echocardiography technician. Can MD holder from Russia designate as head of non-invasive department?
